Manager of Application Development Responsibilities:
- Evaluate emerging technologies and trends to identify opportunities for modernization and optimization of existing systems and applications.
- Collaborate with key stakeholders, including agency leadership, business units, and external partners, to understand requirements, gather feedback, and ensure alignment with business objectives.
- Develop and execute a strategic roadmap for modernizing the agency’s application portfolio, leveraging C#, Python, Cobol, and Java expertise to drive innovation and efficiency.
- Oversee the planning, execution, and delivery of IT modernization projects, ensuring they are completed on time, within budget, and meet quality standards.
- Continuously monitor and optimize application performance, scalability, and reliability to meet the evolving needs of the agency and its stakeholders.
- Implement robust security measures and ensure compliance with regulatory requirements, protecting sensitive data and mitigating cybersecurity risks.
- Recruit, hire, train and supervise staff, or participate in staffing decisions.
- Develop and interpret organizational goals, policies, and procedures.
Manager of Application Development Qualifications:
- Bachelor’s degree in Computer Science, Information Technology, Engineering, or a related field.
- At least 5-7 years of experience in software development, with at least 3 years in a leadership or managerial role.
- Proven experience managing teams in an Agile or Scrum environment.
- Hands-on experience with application development technologies, programming languages (e.g., Java, C#, Python, JavaScript), and development frameworks.
- Experience with cloud platforms (e.g., AWS, Azure) and web services (e.g., REST, SOAP).
- Familiarity with version control tools (e.g., Git) and CI/CD pipelines.
- Experience with project management tools (e.g., Jira, Trello, Microsoft Project) and practices.
